Speaker Profiles


 Melvin Yong

Mr Melvin Yong is the Assistant Secretary-General of the National Trades Union Congress (NTUC). He is also the Director for NTUC’s U Associate, as well as the Supervising Lead for the Labour Movement’s Electronics, Marine & Engineering Cluster. Concurrently, he is the Executive Secretary of the National Transport Workers’ Union and the United Workers of Electronics & Electrical Industries. He is also Adviser to the Housing and Development Board Staff Union.

Representing the Labour Movement at the national level, Mr Yong is President of the IndustriALL Singapore National Council and Vice-President of the Consumers Association of Singapore. He is also a Member of the Singapore Workplace Safety and Health (WSH) Council and the Tripartite Oversight Committee on WSH.

Mr Yong is an elected Member of Parliament for the Radin Mas Single Member Constituency and chairs the Tanjong Pagar Town Council. He is Deputy Chairman of the Transport Government Parliamentary Committee and a Board Member of the Land Transport Authority.


Clar Rosso, Chief Executive Officer

Clar Rosso has more than two decades of experience helping global professional associations and certifying bodies grow and strengthen member value. As CEO of (ISC)², she is responsible for the overall strategic direction and management of the association.

Prior to joining (ISC)2, Clar served as the executive vice president, engagement and learning innovation for the Association of International Certified Professional Accountants (AICPA) where she led the development and execution of strategy to support global competency development and lifelong learning for the finance and accounting profession.

Previously, Clar worked as the Chief Operating Officer of the California Society of CPAs (CalCPA) and the CalCPA Education Foundation where she drove membership growth of more than 30 percent and developed and executed a strategic vision to transition the Education Foundation to a digitally focused business model.

Prior to CalCPA, Clar worked as an educator, magazine writer and sports reporter.

Clar holds a bachelor’s degree in rhetoric and communications from the University of California, Davis and a master’s degree in special education from San Francisco State University.


 Victor Yeo, CISSP

Victor is a security professional and senior IT leader with industry experiences in managing IT and Security projects, cyber security training, managed security services and security operation center. He is also an experienced cyber security business manager. He is currently the General Manager for BAE Applied Intelligence (Asia Pacific) office in Singapore. Prior to this he was Deputy GM with ST Electronic – Infosecurity and a Military Officer with Singapore Armed Forces. He has volunteered his time with (ISC)2 Singapore Chapter since 2015. He is a recipient of Asia-Pacific Information Security Leadership Achievements (ISLA) Honorees in 2016 in the managerial professional for information security project(s) category. He has a BEng(Hon) in Electrical and Electronic Engineering, UK and a MSc in System Integration, US. 


 Alice Lee, CISSP, CCSP

Alice Lee has over 20 years of experience in IT and Information Security. Apart from a proven track record of establishing and managing successful and trusted IT security services in support of critical business operations, Alice also has extensive experience in managing the full spectrum of IT operations, including Application Design & Development, System Administration & Management, Application & Operation Support, Risk management, Security Operations, Data Center and IT Services Operation.

Alice has an MBA and holds a Bachelors of Science in Computer Science. With a keen eye on the continuously evolving technology landscape, she keeps her expertise relevant with the latest professional certifications, including CISSP, CCSP, CISM and CEH


 Maxim Tint

Maxim Tint is Founder and CEO of GTRIIP — a digital identity platform for global citizens. GTRIIP uses machine learning to verify photo IDs automatically, and biometric sensors on smartphones to identify owners for contactless check-in and access at commercial properties. GTRIIP serves 25,000 rooms and access points of customer hotels and offices, and is invested by Global Brain, KDDI Open Innovation Fund, Keppel Corporation, M1 Limited, Accord Ventures, and NUS Enterprise.

As an Information Systems graduate from Singapore Polytechnic, Maxim went on to study Business Administration at Coventry University, and Stanford Graduate School of Business. He started his career by building business intelligence and data warehouse systems as a founding team member of a software start-up acquired by NTT Data in 2011. Maxim volunteers at Tech Talent Assembly (TTAB), an NTUC affiliate association for Info Communication technology (ICT) professionals in Singapore.


 Clayton Jones

Clayton has been involved in the professional education services industry for more than a decade in the U.S. and Asia. His experience spans business unit management, and mergers and acquisitions, including corporate restructuring.

Based at (ISC)² regional headquarters in Hong Kong, Clayton is responsible for the overall operations of (ISC)² in the region and supporting the organization's vision.

Clayton has led the establishment of (ISC)² offices in China and Japan. He also works with different government agencies and corporations advising on workforce development within the information security profession.

Clayton is a regular speaker at information security events in India, Indonesia, Sri Lanka, Thailand, the Philippines and Hong Kong.

Clayton has a B.Com from Calcutta University and a PGDM from the Indian Institute of Management (Calcutta).

In April 2009, Clayton received the Membership Growth and Support Award during the (ISC)² 20th Anniversary Founders Celebration in recognition of his contributions to the development and growth of (ISC)² credentials and the profession in the Asia-Pacific region. In 2015 the Hon. Jejomar C. Binay, MNSA presented him with the Meritorious Service Award from the Department of National Defense, National Defense College of the Philippines for his efforts and engagement with the NDCP which contributed significantly to the attainment of their goal toward national security and development.

 Keyaan Williams, CISSP

Keyaan is the Founder and Managing Director of Cyber Leadership and Strategy Solutions (CLASS-LLC), a professional services firm that has been developing enterprise cybersecurity strategies and solutions to solve the governance, program management, and workforce challenges faced by global clients since 2016. He has dedicated more than two decades to supporting corporate information security and risk management programs in large, regulated enterprises. Beyond security, Keyaan established his reputation for executive leadership as President of the International Board of Directors. He currently serves as the chair of the risk committee for a global non-profit and is a founding member of the Atlanta Chapter of the Private Directors Association. He also served in the U.S. Army Chemical Corps providing leadership and support at a variety of company and command levels.

Keyaan has contributed to many books and publications including The Language of Cybersecurity, Using Security Metrics to Drive Action, CISO Magazine, the ISSA Journal, and the Crisis Response Journal. He is a leading author of the Certified CISO Body of Knowledge used by EC-Council to train and certify thousands of global technology and security executives. His upcoming book, Avoiding the Iceberg outlines the business-oriented imperatives to avoid disaster in cyber executive leadership.

   Neha Maholtra, CISSP 

Neha is an information & cyber security professional, with experience working across multiple cybersecurity domains like Vulnerability Management, Data protection, IAM, Network security and more. She works to drive cybersecurity digital transformation initiatives as well as regulatory compliance deliverables within organizations & effectively brings together strategic business goals, security frameworks, tools, technology, and teams with special focus on cyber risk management to help bolster the security posture of organizations.

Neha has been recognized as one of the Top 20 Women in Cybersecurity in Singapore in 2020.

She holds CISSP, CISM, PMP, PSM1, CBSA certifications, has an overall 15 years of work experience, and is actively involved with the Singapore cybersecurity community. Her recent engagements as a speaker were at World AI Show-Singapore, Cybersecurity online series-Australia and CISO Online Asia 2020


 Kang Meng Chow, PhD, CISSP

Meng-Chow is the author of “Responsive Security – Be ready to be secure” (CRC Press in Oct 2013), and a practicing information security professional with more than 30 years of field experience in a number of technical, operation, and management roles, including the Singapore government, major multi-national financial institutions, and global security and technology providers. He currently leads a regional security assurance team in Amazon Web Services working with customers, regulators, and industry communities to identify and address related concerns and needs in cloud computing security. Meng-Chow is also an Associate Professor (Adjunct) with the School of Computer Science & Engineering at the Nanyang Technological University (NTU), Singapore, and co-Chair for the Multitier Cloud Security Standards (SS 584:2015) Working Group under the Singapore IT Standards Committee.

Meng-Chow was a Director of the (ISC)2 Board from Jan 2015 to Dec 2017, and a current member of the (ISC)2 Asia Pacific Advisory Council. Meng-Chow is also an appointed member of the Monetary Authority of Singapore (MAS)’s Cyber Security Advisory Panel, and the Ministry of Health (MOH) Cyber Security Advisory Panel.


 Paolo Miranda, CISSP

Paolo has contributed 25+ years of strong leadership excellence with recognition in the (ISC)2 APAC ISLA Awards, CIO Asia CIO 100, MIS Asia IT Excellence, and CIO Academy Asia's INSPIRE SG50 CIO Book.  He completed his Masters in CIO Practices (NUS) and B.Sc. Industrial Engineering (DLSU) with hands-on expertise in IT Leadership, Project Management, Cyber Security, SAP ERP, CRM, AI/Machine Learning, IoT, and Education.  He loves working with the latest technologies to provide the most innovative solutions for the top local, regional and global companies.

 Gwenda Fong

Ms Gwenda Fong is the Assistant Chief Executive at the Cyber Security Agency of Singapore (CSA). She is responsible for guiding and coordinating Singapore’s cybersecurity developments, which includes domestic and international strategies and policies. Since joining CSA in 2017, Gwenda has been involved in the drafting and implementation of the Cybersecurity Act that was passed in Parliament in 2018, as well as in the development of Singapore’s Safer Cyberspace Masterplan that was launched by Deputy Prime Minister Heng Swee Keat at Singapore International Cyber Week 2020.

Gwenda also holds a concurrent appointment as Senior Director (Futures) at the Ministry of Communications and Information (MCI), where she leads research on long-term challenges and disruptions in the areas of communication, information, and digitalisation. Prior to CSA, Gwenda was Director in the Ageing Planning Office in the Ministry of Health. She has also held roles in the Ministry of Defence and the Defence Science & Technology Agency.

Gwenda holds a BSc and MSc in Electrical Engineering from Stanford University and a MSc in International Planning from University College London.


 Huang Shaofei, CISSP-ISSMP

As Chief Information Security Officer at Singapore's Land Transport Authority (LTA), Shao Fei spearheads the cybersecurity programme across land transport. He is also concurrently Director for Cybersecurity and Director for Data Science, and oversees IT Governance & Strategy at LTA. Prior to joining LTA, Shao Fei had served in various roles at Singapore's Ministry of Home Affairs, Ministry of Defence, Defence Science Organisation National Laboratories, Centre for Strategic Infocomm Technology and the InfoComm Development Authority.

Shao Fei received his Bachelor's degree in Mechanical Engineering from The University of Tokyo under the support of the Singapore Public Service Commission and Japan Monbusho scholarships. He also holds a Master of Business Administration from the University of Leicester, as well as CITPM, CISM, CRISC, CISSP-ISSMP and GCFE certifications. He currently serves as President of the Cyber Security (CS) Chapter of the Singapore Computer Society, and as a nominated Executive Committee Member of the Association of Information Security Professionals (AISP). He is also a member of the Cybersecurity Working Group at the International Association of Public Transport (UITP), EC-Council Global Advisory Board, Black Hat Asia Board of Advisors, and GIAC Advisory Board.

Shao Fei was nominated to The Cybersecurity Observatory Hall of Fame in January 2020.


 Anthony Lim, CSSLP

Anthony is a pioneer of cyber-security and governance in Singapore and the Asia Pacific region, with over 24 years’ professional experience, as a business leader, consultant, advocate, instructor and auditor.  His current areas of interest include cloud security, smart cities / nation, application security and management policy.

He has held inaugural senior executive roles at IBM, CA and Check Point, co-authored an international technical professional certification for cloud security, and is an adjunct instructor and module developer for some tertiary academic & professional institutions.

He is a long-time well-known speaker and content provider for many business, industry, government and academic conferences, workshops, executive roundtables, trainings, committees and media (print, broadcast, internet) and is interviewed often on national TV news.

He is also an advisor to the EXCO of the (ISC)2 Singapore Chapter.


 Garion Kong, CISSP, CCSP

Garion is an information technology and security professional with 19 years experience managing IT infrastructure and information security for SMEs and branch offices of MNCs in Asia. He works for a software company, AIR Worldwide, serving dual roles, managing and delivering internal IT infrastructure and services for the branch offices in Asia and providing technical consultation and support services in APAC. Prior to AIR, Garion was the head of IT for a catastrophe risk modelling and research company. He currently serves as Vice-President of the (ISC)2 Singapore Chapter and Chair of DevOps Chapter for Tech Talent AssemBly (TTAB).

Garion has a Bachelor of Science (Hon) in Business Information Technology. He holds several IT industry certifications including CISSP, CCISO, CCSP, CISM, CISA, CRISC, CEH, ITILv3 Foundation and AWS Certified Cloud Practitioner.
